Tattoo Establishments
Environmental health staff has, and maintains, a working knowledge of all applicable tattooing laws, rules, and regulations as set forth in Chapter 17, Article VIII, Sec. 17-221 through 264 of the Code of Ordinances, as well as any provisions set forth by the State of Missouri Division of Professional Regulation and License that are more stringent than local codes.
Annual sanitation inspections are conducted at all licensed tattooing establishments operating within the city limits of St. Joseph, and applicable codes and provisions are enforced. Each establishment permit is $75, and may be obtained at any point during the year, but all establishment permits expire annually on June 30 of each calendar year.
Tattooing Establishment Inspections & Licensing of Artists
All tattoo artists and apprentices practicing within the city limits of St. Joseph are required to obtain an artist’s card. Artist’s cards may be obtained by presenting the following items for approval to environmental health staff:
- A physician’s statement that verifies the artist is free of communicable disease
- Valid photo identification
- A valid tattooing or apprentice license issued by the State of Missouri
Once staff verifies the above listed documentation, the artist will be photographed for their artist card and pay the applicable fee in customer services at:

Each artist card is $25, and may be obtained at any point during the year, but all cards expire annually on June 30 of each calendar year.
